Receiving relief was still a real stigma, labelling the recipient ‘pauper’ and as such, disenfranchised. This, of course, meant that nobody receiving relief could vote in the Guardians’ elections. The total number of League members elected to Boards of Guardians is unknown. Sister Kerrison had been serving in West Ham since 1897. Mrs Cawthorne, secretary of the Hull branch, was the first to stand as a League candidate in 1906.

Some executive committee members, such as Katharine Bruce Glasier, felt that concentrating on suffrage reduced the ordinary membership of the League to a ‘stage army’. Involvement in the suffrage campaign was conducted by the London leadership and set in Westminster, an issue of high politics. However, the coercive measures against the militant suffragettes furthered their cause and there is no record of branch rebellion against the leadership. A resolution calling on the House of Commons to redress the grievances of women and protesting coercion was sent to the Prime Minister, the Labour Party and the press.

The annual conference, in concert with the Labour Party, illustrated that ‘the Men’s Party’ had accepted the League. Nationally, the League had done little on suffrage although individual League members were active in the struggle for women’s enfranchisement, a notable example being Annot Robinson.
