These contexts may be outside the immediate and direct influence of the individual social j ining with others to worker, but part of the wider professional task is o bring about necessary changes to resolve the present decision situation and prevent similar problems developing in future. 42 Decision Making in Social Work When taking into account the contexts in which decisions are being made, the following need to be considered: • the aim of social work; • the nature of the society; • the relevant legal requirements; • the relevant policy decisions; • the nature of the agency; and • the work of other agencies.

From a professional perspective social workers are not mere functionaries of agencies but members of a profession who are employed by agencies, who as front-line workers retain considerable discretion (see Lipsky, 1997). The degree of autonomy is conditional on agencies being dependent on social workers' skills in assessing and responding to unique and uncertain decision situations - a task not amenable to the application of rigid rules. Although there may be an inherent tension between social workers and agency managers, the structure and culture of an agency can either support or undermine professional social work practice.

For example, the Children Act 1989 gives young people the right to be consulted about decisions, which is an important but limited right, that in many situations will not be the highest feasible level of involvement (see Chapter 3). Knowledge and understanding of the relevant statutes and regulations and the availability of legal advice are needed if social workers are to be critically aware of the legal requirements.
