There is perhaps one exception, and that is technology policy, which takes us back to the subject of this book. As will be shown by the national studies, the field of technology policy is often supportive of other policy fields, and in several member states it has been linked to environmental policy, in particular in terms of stimulating sustainable innovations by industry. In these cases, environmental integration is not aimed at curbing the negative environmental impacts of sectors such as industry, transport, and agriculture; but rather at a positive contribution by tuning particular elements of technology policy to environmental policy targets.

In Austria this trend was also accompanied by the problems in the nationalised industries, mostly active in the basic materials sector, which had been the engines of early economic growth after the war. The belief that only large industries in the Judith Kock, Uwe Schubert and Sabine Sedlacek 39 country needed continuous investment support and increasingly subsidies from the tax payers to retain jobs, led to a general neglect of science and technology as well as innovation policy in favour of investment subsidies as an employment promotion strategy (see Aiginger, 1997).
